TOKYO, Sept. 23 (Xinhua) -- An earthquake with a preliminary magnitude of 6.5 struck off the east coast of Japan's Kanto region to the southeast of the nation's capital Tokyo on Friday morning and may cause slight sea level changes in coastal regions, the Japan Meteorological Agency (JMA) said.
